Sailing Instructions


1 – RULES

1.1 The regatta will be governed by the ‘rules’ as defined in 2005–2008 Racing Rules of Sailing.

1.2 The Hobie 33 One Design Class Rules

1.3 Hobie 33 One Design Rule 9.c will not be in effect. The organization encourage competitors to display regatta sponsor advertisement.

1.4 Hobie 33 One Design Rule 14.g will not apply.

1.5 No compression bars will be allowed to be place between the chainplates.


2 – ENTRIES

2.1 All registration requirements shall be completed by 7:oo pm on October 20th. unless the race committee grants an extension. These include:

a) Complete the entry form.
b) Complete sail measurement (NOR 8.3)
b) Complete crew weigh-in (max. weight = 1260 lbs.)
c) Show proof of marine liability insurance.
d) Pay all fees.
f) Affix bow numbers and graphics. (request them prior to registration)


3 - COMMUNICATIONS WITH COMPETITORS

3.1 Notices to competitors and protest notices will be posted on the official notice board located at the CMYC Club House. The official board will be located at the main entrance of the CMYC Club House. Notices may also be posted as a courtesy on the regatta website and at the Pelican Landings Restaurant.

3.2 The race committee may attempt to provide information afloat on VHF channel 69 as a courtesy. In all cases race signals shall govern.


4 - CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted before 0830 hours on the day it will take effect, except that any change to the schedule of races will be posted by 2000 hours on the day before it will take effect.


5 - SIGNALS MADE ASHORE

5.1 Signals made ashore will be displayed from the mast at the CMYC club house.

5.2 Flag AP with two sound signals means: “Races not started are postponed.” The start of the first race of the day will be at least 60 minutes after lowering the AP with one sound signal.


6 - SCHEDULE OF RACES

6.1 The race committee will indicate the race area for the day on the official board.

Race area A = South of Cedar Mills Marina
Race area B = North East of Goose Island

6.2 Races will be held Friday through Sunday, 21-23 October with the warning signal for the first race at 1030 hours each day with the exception of Sunday where the first start of the day will be at 1000 hours. (change to NOR 6)

6.3 9 races are scheduled (change to NOR 6) . Three races are scheduled for Friday, Four races for Saturday and two for Sunday. Races not completed on the scheduled day are considered cancelled and will not be race. No more than 2 races will sailed in one Sunday.
6.4 Flag R (yellow cross on a red field) will be displayed at the finish when another race is to follow. Flag R will be lowered with a series of sound signals no less than one minute before the warning signal for the next race.

6.5 No race will be started after 1300 on Sunday


7 - BOAT IDENTIFICATION

Bow numbers must be place no more than 10” from the bow and 3” below deck. Mauri Pro Sailing graphic (sticker) must be display 3” behind bow numbers.

8 - RACING AREA

8.1 The racing area will be the west end of Lake Texoma close to Cedar Mills Marina.

Race area A = South of Cedar Mills Marina
Race area B = North East of Goose Island


9 - COURSES

9.1 The courses will be as shown in the diagrams and description below.

9.2 No later than the warning signal a numeral pennant will indicate the course to be sailed.

# 2 = Four legs
# 3 = Six legs

The approximate magnetic bearing of the weather mark may be shown with numbers on a board.

9.3 No offset marks or gate will be use.


10 - CHECK – IN

Before the first warning signal of the first race of the day, each boat shall pass the race committee signal boat on starboard and hail her bow number until acknowledged by the committee.


11 - MARKS

11.1 Windward and leeward marks will be orange tetrahedrons. Except as provided in instruction 11.2.

11.2 When changing a leg of the course in accordance with rule 33, the new next mark will alternate between a yellow tetrahedron and an orange tetrahedron so that the new mark is different from the mark being changed.


12 - THE START

12.1 Races will be started by using the following sequeance:

05:00 Warning Signal: F flag up with sound signal
04:00 Preparatory Signal: Blue flag up with sound signal
01:00 Blue flag down with sound signal
00:00 Red flag up with sound signal

12.2 The starting line will be between the hoist of the orange flag displayed on the race committee signal boat and leeward mark.

12.3 A boat starting later than 10 minutes after her starting signal will be scored DNS.


13 - RECALLS

13.1 In addition to the individual recall procedure, the race committee may attempt to notify boats identified as OCS by announcing their bow numbers over VHF channel 69. Failure to hear or receive such transmission, or the order of bow numbers announced, will not be grounds for redress. This changes rule 62.


14 - THE FINISH

The finishing line will be between the hoists of the orange flags displayed on the race committee boats and the leeward mark.


15 - PENALTY SYSTEM

15.1 The Two Turns Penalty of rule 44.1 applies.

15.2 Rule 44.1 is changed by adding: “A boat breaking a rule of Part 2 may take a penalty after the incident and prior to the start of a protest hearing by taking a 4 Point Penalty”. The boat must shown its intention to take the 4 point penalty by displaying a yellow flag at the moment of the incident and by communicating so the race committee.

16 - TIME LIMITS

16.1 The race committee will abandon a race if no boat has rounded the first mark within 40 minutes after the start.

16.2 The time limit for the first boat to finish is two hours.

16.3 Boats still racing 30 minutes after the first boat finishes, and not thereafter retiring, being disqualified, or given redress, will be scored TLE (Time Limit Expired, see Scoring) and should proceed to the starting area if another race is scheduled. The race committee boats at the finishing line will signal with a long sound signal when the 30 minute period expires. This changes rule 35.


17 - PROTESTS AND REQUESTS FOR REDRESS

17.1 Protest forms will be available at the jury desk in the CMYC clubhouse. Protests shall be delivered there within the protest time limit.

17.2 The protest time limit in rule 61.3 is one hour after the race committee signal boat docks. The end of protest time will be posted on the official and protest notice boards.

17.3 When a boat is protested by the race committee under rule 60.2(a) or the jury under rule 60.3(a), they shall be informed under rule 61.1(b) by a notice posted on the protest notice board.

17.4 Notices will be posted on the protest notice board to inform competitors of protest hearings in which they are parties.

17.5 Hearings will be held in the jury room in the CMYC clubhouse as soon as possible.

17.6 On the last day of the regatta a request for reopening a hearing shall be delivered a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day; b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes rule 66.


18 - SCORING

18.1 The Low-Point Scoring System in Appendix A of the racing rules, as changed below, will apply.

18.2 Three races are required to be completed to constitute a championship.

18.3 When four races have been completed, a boat’s series score will be the total of all her race scores. When five or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

18.4 Boats scored TLE will be scored points equal to the number of boats finishing within the time limit plus two points by the race committee without a hearing. This changes rule A4.2 and A5.


19 - PRIZES

19.1 First through third place prizes for the series will be awarded.

19.2 Other prizes may be awarded at the discretion of the organizing committee.


20 – RETIRE FROM RACING

20.1 A boat that retires from a race shall notify the race committee signal vessel before leaving the course, or when that is not possible, she shall notify the race committee as soon as practicable after she returns to the harbor.


21 - REPLACEMENT OF CREW

21.1 A boat shall not substitute for the crew list submitted at registration without prior written approval from the race committee.

21.2 If a crew change is required due to injury or other circumstances the total crew weight shall not be less than the original weight and not more than 75 lbs. over original weight. Weight may be carried to obtain original weight.


22 - EQUIPMENT AND MEASUREMENT CHECKS

22.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat shall proceed immediately to a designated area for inspection if so instructed by the race committee.

22.2 Engine and gas tanks must be carry on the transom of the boat (as designed).


23 - TRASH DISPOSAL

Boats shall not put trash in the water. The race committee may protest any boat for dumping trash (solid waste) in to the lake.


24 - BERTHING AND HAUL OUT RESTRICTIONS

24.1 Dehumidifiers or heaters shall not be used from the end of registration until after a boat’s last race.

24.2 Boats shall be in their assigned location at CMYC when docked during the regatta.

26.4 Boats shall not be hauled out from the end of registration until after a boat’s last race except with written permission of the race committee.

25 - DIVING EQUIPMENT AND POOLS

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats from the starting signal of the first race until after a boat’s last race.


26 - DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to during, or after the regatta.

27 - MEDIA

Competitors give absolute right and permission for any photographs or video footage taken of themselves or their competing boat to be published in any media whatsoever; for either editorial or advertising purposes, or to be used in press information.
